The automated radiation monitoring system PICASSO-AMEC at Atomflot has been put into operation
The AMEC promotional event 13 November 2003 marked the completion of the installation and start of operation of the PICASSO automated radiation monitoring system at Atomflot, Murmansk.

The system entered into operation on 25. September 2003. The event also marked the completion of a transshipment pad for spent nuclear fuel under another AMEC project; AMEC 1.1-1.

The nuclear activities at Atomflot have called for improved radiation monitoring to protect the personnel, the local population and the international community. The Atomflot base north of Murmansk is involved in preparing and temporarily storing spent nuclear fuel for transportation by rail and receiving, processing and temporary storing of liquid and solid radioactive waste.
The aim of the AMEC 1.5-1 project PICASSO is to provide an automated radiation monitoring system to give information in real time on the actual radiation situation. It is based on the Norwegian software PICASSO, adapted for Russian use, and combined with Russian manufactured radiation sensors. Installation of automated radiation monitoring at this site ensures safe operation, early warning in case of accidents and helps protect workers, population and the environment against radiation.
The project has installed 14 radiation sensors at the site, including gamma sensors around the transshipment pad for spent nuclear fuel, aerosol detectors in the ventilation exhaust pipes from the LRW treatment facility and an underwater sensor to monitor radiation in the water discharge to the Kola bay.

During the ceremony, participants had the opportunity to view a demonstration of the facility and the PICASSO monitoring system. It shows the operator a layout of the Atomflot site and all radiation sensors. Real time measurements are transferred and displayed on computers in the Radiation Safety Department and to the administration. The system uses colour codes (green, yellow and red) and sound alarms to draw the attention of the operator.
Norway, the US and Russia have jointly funded this installation at a total cost of ca $ 485 000. The US contribution is 170 000, Russia has contributed $ 30 000 and Norway $ 230 000. The US portion of the funding is being channeled through FFI to the benefit of Russia by a contract with Brookhaven National Laboratory. The entire installation is covered by a contract between FFI and the Russian contractual partner ICC Nuclide.

Cooperation in radiation and environmental safety
The aim of the project AMEC 1.5, "Cooperation in radiation and environmental safety", is to enhance the safety of personnel, population and the environment when handling and storing spent nuclear fuel and radioactive waste from decommissioned submarines in North-west Russia.
New equipment for radiation safety have been transferred, purchased and installed at the Polyarninsky Shipyard, which is situated in Polyarny, a town of ca 30 000 inhabitants north of Murmansk in the Kola Bay. The safety of the shipyard personnel is enhanced by providing new dosimeters for measurement of radiation doses.
Norway is providing funding for purchase and installation
of sets of thermo luminescence dosimeters produced by the Mayak factory in Kursk. These Russian-made dosimeters were delivered to the Polyarninsky shipyard in
the second half of 2002. USA has transferred ca 100 electronic dosimeters and dosimeter readers manufactured by Eberline, and conducted a training course for Russian Naval officers and experts.
The designated personnel for operation and registration of radiation doses to workers have received training. Procedures and regulations for operation of the dosimetric system have been developed and
implemented, and the dosimetric system is now in regular use.

Radiation control at facilities
The goals of the project AMEC 1.5-1, "Radiation control at facilities, application of the Picasso system, " are to enhance and improve the technical means of the Russian Navy for measuring and controlling radiation exposure of personnel, population and the environment at sites involved in decommissioning and dismantlement of nuclear submarines and handling and disposition of spent nuclear fuel (SNF) and radioactive waste (RW).
This is being accomplished by the development, demonstration and installation of an automated radiological monitoring system based on the Norwegian software package Picasso. The system is being installed at the Polyarninsky shipyard and FSUE "Atomflot".
The Picasso radiation monitoring system will provide remote stand-alone radiation detection with presentation of the data in real-time. Alarm limits will be defined.
The software package Picasso, developed by the Norwegian Institute for Energy Technology (IFE) - OECD Halden Reactor Project - is a data presentation and visualization software which is well suited when large amounts of data are to be

Picasso working model
Norway funded the development of a prototype system for presentation of radioecological data, Picasso-AMEC. Russian Naval officers and programmers received training in Norway, and the software was transferred in September 1999.

Russian programmers and technical experts adapted the software to the Russian language and modified the system. An operating model of a measuring unit, a working model, was developed, which included terrestrial and underwater gamma detectors, smart controllers, radio-modems for off-site transmission of data, software for data acquisition and processing coupled with the Picasso-AMEC software.

The system was installed at local computers, workstations and a centralised server in Moscow and demonstrated to the AMEC principals and senior officials from the Russian and Norwegian Ministries of Defence and the U.S. Department of Defense and to the press on 14 August 2000.

Radiation monitoring at FSUE "Atomflot"
The automated radiation monitoring system will be installed at FSUE "Atomflot", the service base for the nuclear icebreakers north of Murmansk. RTP Atomflot is
involved in preparing SNF for transportation by rail and receiving, processing and temporary storing of liquid and solid radioactive waste. In the second half
of 2002, an interim storage pad for up to 19 casks containing naval SNF was completed (AMEC project 1.1-1).
The existing radiation monitoring system has passed its useful operating lifetime. Development and installation of a new automatic environmental monitoring system is highly needed to detect elevated levels of radiation and decrease the response time if a problem should arise.
Radiation monitoring will include gamma radiation detectors at the following locations:
- Storage pad for spent nuclear fuel
- The processing facility for liquid radioactive waste
- The location for reloading and off-loading of spent nuclear fuel
Installation commenced 11 October 2002, by the signing of contracts for installation between Russian, Norwegian and US contractors.

Radiation monitoring at Polyarninsky shipyard
The Polyarninsky Shipyard is situated in Polyarny, a town of ca 30 000 inhabitants, north of Murmansk in the Kola Bay. The shipyard has been designated as the recipient of an integrated radioactive waste management complex as a combination of several AMEC projects.
The following elements are included in the radioactive waste management complex:
- The Picasso system for radiation monitoring
- The mobile pre-treatment facility for solid radioactive waste
- Light weight storage buildings and containers for transport and storage of solid waste
- The mobile treatment facility for liquid radioactive waste
Eight gross gamma air detectors and one submersible detector are planned, including one gross gamma detector in the city of Polyarny.
Gamma radiation detectors will be placed at the following locations:
- Integrated radioactive waste management complex
- The open pad for interim storage of solid radioactive waste
- The piers where submarines are laid up awaiting dismantlement
- The floating docks where submarines are dismantled
- The entrance gate and the radiation safety department building
The submersible sensor for water radioactivity is planned in the sewage discharge pipe from the waste management complex. This position is beneficial for the integral assessment of the shipyard's impact on the water environment.
The next step is to initiate U.S. and Norwegian contracts with the Russian contractor for the development of detailed design documents and the installation.
