Major IFS programmes
Geopolitics in the High North
This is a five-year international research programme (2008 – 2012) financed through the Norwegian Research Council and led by the Norwegian Institute for Defence Studies. A number of Norwegian and international research institutes, think-tanks and individual researchers take part in the programme. Its main focus is on how a range of factors, notably great power interests, affect the potential for cooperation on conflict in the High North in particular, and the Arctic in general.

NATO in a changing world
This research programme addresses the ambitions of, challenges facing and role played by, NATO. It aims to provide new insights into the past, present and future of NATO, and the role of alliances in international politics in a more general sense. The programme is run jointly by the IFS and the Department of Political Science at the University of Oslo. Cooperation will be initiated with a range of national and international partners. Core funding for the project is given by the Norwegian Ministry of Defence.

Department of Norwegian Security Policy
Increasing NATO’s in-area focus
The project examines how small and middle-sized NATO members have proceeded to increase the Alliance’s “in-area” focus. The project concentrates on three case states: Norway, Poland and Lithuania, in the period from 2004 until today. The project is part of the research programme NATO in a Changing world.

Department of Civil-Military Studies
Small states and burden-sharing in international military operations
The Ph.D.-project aims to explain Norwegian decisions on force-contributions to the operations in Afghanistan in the period 2001–2010. The project analyzes civil-military decision-making processes, and focus on the interplay between burden-sharing demands, the capacities of the Norwegian armed forces, political and military interests and ambitions abroad and at home. Corresponding processes in other Nordic countries will be analyzed and compared to the main case on Norwegian decisions.

Pakistan’s nuclear programme and regional stability
The project analyses the impact of Pakistan’s nuclear programme on regional stability in South Asia. It adopts an organizational perspective to understand how civil-military relations in nuclear affairs affect Pakistan’s nuclear policy.

Department of International Security policy
China’s Oil Dependency: Hedging against risk
This project has the ambition of transcending the traditional reliance on the ’market’ and/or ’strategic approach’ in explaining China’s energy security policy, by introducing the concept of hedging and the theory of risk management. The analysis uses this new framework to examine political, diplomatic, military and geopolitical implications of China’s increasing needs to secure energy supplies.

Geopolitics in the Indian Ocean: India’s Maritime Power Expansion and Regional Security
The project examines India’s maritime ambitions and analyses how the country’s sea power expansion might affect the dynamics of security and stability in the Indian Ocean region.

The Northern Fleet in Russian Military Strategic Thinking
The project analyses Russian military strategic discourse around the role of the Northern Fleet in the Barents region and in Russian military strategy in general.

Nato and the Warsaw Pact
IFS is partner of the Parallell History Project on Cooperative Security (PHP). PHP has initiated a number of projects on the role of Nato and the Warsaw Pact during the Cold War, but is currently increasingly focusing on the analysis of today’s global security issues.

Explaining Nuclear Proliferation: The Cases of Iraq and Libya
This PhD-project analyses Iraq’s and Libya’s choices with regards to nuclear proliferation, with particular focus on the evolution of the strategic rationales driving these states’ pursuit of nuclear weapons capabilities.

Intelligence Studies
The Institute collaborates with Sweden's National Defence College, where its Center for Asymmetric Threat Studies (CATS) has an ongoing project on intelligence studies. An important part of that project aims to produce a survey of the state of international research in the field of intelligence. In addition, CATS works with Global Futures Forum to assess current and future challenges for intelligence analysts.

Energy and Russian Foreign Policy in the CIS under Putin
This PhD project investigates the relationship between state and energy business actors in Russia, and how this relationship influenced Russian foreign policy in the CIS under Vladimir Putin. When Russian energy companies expanded in the CIS, did they do so first and foremost to grow, increase profit or secure access to energy production, or to strengthen Russia’s political and economic influence? Companies in the oil, nuclear power and electricity sectors are included in the project. The gas company Gazprom will also be discussed.

Centre for Transatlantic Studies
American Ballistic Missile Defence (BMD) and US grand strategy
This project will look at how US grand strategy is formed, publicly expressed and practically implemented. This grand strategy will then form the backdrop for an analysis of BMDs development to gain a better understanding of the system’s place in American strategic thinking. In addition, the study will also shed light on domestic factors that affect decision-making processes regarding US defence and foreign policy.

US Global Strategy and Nato
The project will focus on global American security policy goals and analyze what role Nato can play in US grand strategy.

American Military Doctrine from Vietnam to the War on Terror
The project deals with the evolution of US military doctrine, and to some extent use-of-force doctrine, after the Vietnam War. The analysis includes joint and single-service doctrines and covers the relative importance of various types of operations, as well as the methods proposed for their conduct.

Strategic Interaction in the War on Terrorism
The project examines the strategic interaction between the al Qaeda leadership and the Bush administration. Particular attention is given to communicative dimensions such as speech acts and strategic narratives. Additionally, the project represents an empirical case providing insights into 21st century global media warfare.

The US Response to 9/11
The objective of this PhD-project is to shed light on the US strategic response to 9/11 using a theory known as offensive realism. The political dynamics that brought the anticipatory strategy about are given special attention.

US Security Policy in the European Arctic, 1981–2009
The project analyzes US security policy in the European Arctic in the period from the Reagan presidency until today, and aims to explain this policy by focusing on changes within broader US strategy and the relationship with the Soviet Union/Russia. The project investigates the evolution in US regional policy within its broader geopolitical context, and within a period of substantial international transformation. The project is part of the international research programme “Geopolitics in the High North”.

U.S. Navy Strategy and Force Structure, 1989–2009
The project will give an overview and analysis of the capstone strategies and the force structure of the U.S. Navy between 1989 and 2009. The analysis will identify general developments and look at continuity and change in these themes.
